And you can get a birth certificate if one of your parents is a citizen, regardless of where you are born.

With the minor proviso that your citizen parent has spent enough time in the US(with some of the time required to be after 14), in the case that a citizen is married to an alien. It's slightly different if both parents are citizens(perfunctory residency requirement for one parent); if the child's born out of wedlock, it varies drastically depending whether the citizen is the mother or father(simple residency requirement versus having to establish legitimacy, etc and a time limit).
