Iraq wasn't really stable in 2008 the massive amount of military force used in the surge caused a temporary mild lull in the Iraqi civil war and gave Iraq the illusion of stability, although there were still bombings on a regular basis and a few major battles https://en.wikipedia.org/wiki/2008_in_Iraq https://en.wikipedia.org/wiki/Iraq_spring_fighting_of_2008

Obama's biggest mistake, in my opinion, was getting involved in Iraq again and not just letting the chips fall as they may.

If you need a heavy occupying force to curtail sectarian violence, then the country wasn't stable. I do think Obama made problems worse, but Bush had zero interest in solving the Sunni problem. He, at the very least, turned a blind idea to Malaki's brutal mistreatment of Sunnis, exacerbating sectarian conflict.

Bush was ready to push Iraq off on the next president by the end of his second term.
