Islam, Judaism and Christianity are definitely not centralized religions. Christianity tries to be but fails. Buddhism is the closest to a centralized religion as it has one figurehead.

Here's my list of ways to usher in world peace:
destroy the dollar - No more petrodollar means no more petrowars.
food, water, & medicine for all - Comfortable people are significantly less violent overall.
smaller, more localized governments - Nobody is more violent than a large, unaccountable government.
draw Muhammad - Reject Islam in all facets of society. This violent ideology centered around a genocidal pedophile needs to go.
stronger communities - Violence often stems from isolation, the inability to empathize with neighbors.

The article was pretty vague when it comes to what the Dalai Lama thinks will actually help against terrorism.
He definitely thinks prioritising morals over profit plays a big role when it comes to politicians.

I'm not HHDL and I don't even agree with everything he says, but from my familiarity with the general subject matter I'd say he will suggest that what will help is a change of mind. Of course, changing the mind is by no means easy. Would he have some suggestions that would apply to the broad general public? I doubt it. HHDL is used to speaking to very receptive and enthusiastic audiences by and large. He lives in a cocoon of like-minded individuals. He is well respected for the most part. So he knows next to nothing about operating in an adverse environment or an environment where people think every 2nd word you utter is a lie, etc.
The basic concept is right -- it is all about the mind. But industrial grade mind change that isn't also brutal and smacking of North Korea? Well, that's not easy.
We all have to be a small part of the bigger solution. People change minds in solicitude, but discussion can be a major factor. So having the best discussions we can is probably the best practical thing any of us can do to help the whole world change its mind.
