When people are paying $50 million for something that really costs $500,000, you know the problem is not underfunding.

No the problem is over specifying what is actually needed. This is how you end up with $600 hammers. You can be sure that it is no hammer that you get in Home Depot but it will still be used to do the same job. Of course if you don't do that you'll get the cheapest piece of shit that a company can pass off as being a hammer.
