The op is a little mixed up. Let me untangle.

And its not straight away free movement into the schengen zone if they do, this takes years after becoming an EU member. I.e Poland joined the EU in 2004 and got schengen in 2007.
If they go by sea, or sky, and to be honest unless they have teleportation technology already, they're gonna be showing documentation, and if they are not Turk passport holders they aren't getting that boat/plane.
See above. On balance, this will reduce the impact of the immigration crisis on europe. Though softening europe borders with turkey in this way could be problematic in itself, i dont like the idea. But right now, illegal immigration is a bigger and less regulated concern.
No there is no way our diplomats are this stupid, although someone else might be, no disrespect intended :)
