I'm sure there are many cases where a person commits a crime and resists and get beat up in the process and claims brutality. But what this cartoon shows is pretty exaggerated and really takes away from their point. I cannot think of any story or case where someone was able to have a group of witnesses corroborate brutality when there is not even a confrontation. I mean maybe you see morons try that on cops, but those people aren't getting media attention in regards to police reform. Those people are mocked and marginalized on TV as walking garbage. No one takes them seriously. I'm just saying, I get what they are expressing, but there's no point in making a statement to yourself. People on the other side will never listen if you exaggerate and embellish your argument this way.
