Lots of people not reading this so let me TLDR. The fee was originally added in 2010 and limited to 5 years. Congress is allowing the fee to lapse. So this is Congressional inaction. From what I can find there aren't even Democrats trying to get a renewal passed at present. And it doesn't even apply to most big companies as it requires at least 50% of total employees to be H1-B.
Personally, the fee should have been expanded to all H1-B as long as our unemployment rate is so high. When we have lots of unemployed it should be more expensive to bring people in from outside the country to work.

I work with H1-B people and am in software myself and I don't feel threatened by it. Being good at your job is something completely separate to having it. Every day my work-life is made worse by people who are shitty at their job. Good developers rise to the top, H1-B or not. Bad ones find some place to hide in a company.

Although I agree with you, the issue is more so about getting a job in the first place since hiring a new employee that was shipped here from, say India, is cheaper than a domestic employee who would have a higher starting salary.
If you're already good at your job and rooted well, you have little to worry, but those trying to get in (like myself) are going to have issues.

If H1-Bs really did bring in the best and the brightest, then we would be fool hardy not to support this program. Those at the top create far more jobs than their own through the innovations and enhancements they make.
That said, there seems to be a lot of discussion about how the program is being abused to crowd out domestic workers in occupations that are not of the job creating variety thus lowering wage rates for all.
So, in my opinion, I don't know what to think?

If they are worth the high cost of the visa, then sure buy the visa and enter the work force.
But lower the cost, just lowers the standard of quality of the worker.
USA has an unemployment problem.
LOWERING the visa cost is making the problem WORSE.

no its not, illegal immigrants don't steal middle class jobs, they work manual labor jobs and low market jobs competing against the poor. H1B visas steal skilled jobs pushing college graduates into unemployment. its hard to find americans who are willing to do farm labor for shitty pay, it is not hard to find skilled americans willing to work STEM jobs.
