In other words they disrupted a terror plot that the FBI created.

Correct in my view, I got exactly the same feeling from the BB incident. Considering the FBI had contact with them for at least two years before the tragic event. Also, weren't they training the two brothers to identify terrorists by getting them to actively make plots that they could use to try and get other people involved, in effect making it look like the brothers are in fact the actual terrorists.
