Pencils can be erased; but the erasures are obvious. Do you think that all voters are going to complete their ballots without making mistakes? If a pen was used, a whole ballot might have to be redone to avoid ambiguous marks that could be challenged by poll watchers.

If you accept pencil erasures as legitimate, then seerick is correct, in that it would invite fraud by simple erasing and re-marking. If you don't accept erasures, then pencil or pen would both spoil the ballot with any mistakes.

If you take the ballot out of the box, open it , and count it, immediately, in the presence of witnesses representing the various candidates, the opportunity for bad actions would be greatly reduced.
