No, they wont be charged, because they didn't break the law. A citizens's arrest of a fleeing suspect isn't breaking the law. The two men in the pickup didn't charge anyone. The thief charged someone holding a shotgun, thereby causing it to discharge. Case closed.

No, the guy in the truck was a former Police Investigator who knew full-well who the "jogger" was because he had already interviewed him during an investigation, and the "jogger" knew exactly who they were, which is why he attacked them. The former investigator knew full-well the "jogger" had priors for illegally carrying weapons.
