But there's security video footage of the "Jogger" running full-speed away from a house. If it's true that he was stealing copper, the men had every reason to chase him.
Then near the end of the video, the "Jogger" attempts to bumrush the truck guy, gets into a grapple with him, punched him, and the guns goes off. Not because ithe shooting was intentional, but because this "Jogger" was armed with a hammer and was wrestling with a man who had a gun

The guy in the truck was a former Police Investigators (of some sort) who had dealt with the "Jogger" before, and who knew about his prior gun-charges and felonies, which explains why "Jogger" tried to assault the men with the intent to murder them, because he knew they could positively identify him.
