I did make an argument. I can see how it would be lost in the 2 sentences you had to read.
Hint: they won't spend the money on preventative health measures, so the point is really stupid. In fact they would do just the opposite and get lazier and spend it on unhealthy vices, leaving US more vulnerable to their diseases.
