Bernie Sanders was against the war on drugs before Rand Paul was even a relevant person in US politics. Marijuana legalization is going to happen regardless of whether the future president wants it or not; too much money is in play for marijuana not to be legalized in every state. The important issue to the marijuana industry and the populous is whether the war on drugs continues or ends. Further, Rand Paul will always be tied to the christian conservative voting block. It would be unlikely for him to alienate the christian conservatives to advance the interests of the "devils weed."
