He's not in favor of legalization and he doesn't want to end the drug war, except in rhetoric. He wants shorter sentences. He supports the federal government not enforcing whatever laws he decides he doesn't like.
P.S. "States Rights" is a sham. States are governments and governments only have powers, not rights. People have rights. Anyone who says that states have rights is trying to trick you into thinking that state governments are somehow more fair or moral than the federal government, which is bullshit. Government is government and all government is force.

You make an excellent point regarding states rights. It is ironic that the "states rights" argument seems to be forgotten by conservative ideologues on so many issues including the drug war and decriminalization. Prior to the 14th Amendment states ran wild tromping on the rights of the individual. States have just as bad a track record on individual rights as the federal government does.
