Can they? Sure. I'd go as far to say as Britain may have a better chance of unfucking themselves than America does, really. The only thing they require is someone to arm them, then push South. America... We may have guns but the infection is everywhere, and anywhere south of Texas is a potential target.
Ideally, if America were to unfuck itself, it should take everything all the way down to the Panama canal, past it, and get right up against Columbia. then use Central America as a "bufffer zone" to prevent entry into the US. I'm talking right up against the border of South America, where the front widens.
This way, you can spend far less resources building an Über-wall™ that stretches from the Atlantic to the Pacific that can be outfitted with some really good tech and sensors to prevent any trespassers into the North American continent. The only way to get there effectively would be by sea or air, and that would be extremely ineffective as ship production and antiaircraft unit production could easily go through the roof, knowing the resources just the US holds.

It’s not the end of the efficient market because a hung parliament would have caused a drop. Markets like certainty, OneOfTheBoys is correct, this happens every election in parliamentary systems (not so much in systems like the US because certainty is inevitable no matter the outcome).
