Because these are important points for militaristic action that deserve to be maintained. Natural disasters like these are unavoidable. In California, their policy makes them subject to more intense consequences of natural disasters. Disasters, that which, are unavoidable, yet still greatly exacerbated via their own hand.
If the East coast outlawed sandbagging in the flood plane, then they shouldn't receive monetary aid for their stupidity either.

Yep. California only receives about $0.84 in federal spending for every $1.00 its citizens are federally taxed. Moreover, as one of the most populous states, it contributes more to the federal budget than most other states.
