They're trying to bring in new voters so they can get more electoral votes in blue states with the 2020 census. Also, hiring illegal immigrants is already illegal, but the $5000 fine is so low that some plantation owners will take the risk anyway.

I'm torn between my libertarian, anti government meddling, side and my "get the fuck out of my country, you criminals," side.
On the one hand, we should have a comprehensive enough employment system that illegal immigrants simply cannot become employed. On the other hand, a system that comprehensive creates a huge bureaucratic strain that will undoubtedly require the government to meddle even more.
