Even if the public as a whole was against it to ridiculous degrees (like 90+ percent) that wouldn't stop them from pulling a false flag and marching off the war anyway, if it comes to that. In such a scenario, they know the truth, and they know we all know the truth, and everyone is aware it's a charade, but they expect people to do nothing about it so they go through the whole song and dance regardless. "Yes we'll pretend this isn't bullshit and won't ever admit everyone's against it, but we'll do it anyway because who's going to stop us?"
