Hair isn't fair game per say. Example being in any kind of professional fighting, you would never use hairpulling as a tool. A street fight however, if long hair exists, you can expect an attempt to get a fist full of it.
Control of a handful of hair can result in control and leverage over the head, a person can keep your head downward to prevent a line of sight, can pull it downward into a knee, will have a much higher chance of making proper contact with punches as a result of you not being able to create distance at the correct moment etc. I've seen a police officer pull a man to the ground by his dreads.
You could lift a person by their hair.. Drag them.. It's why hair needs to be pulled back when operating heavy equipment with moving parts. You could easily pull a man in by just their hair.
If I was about to fight for my life, with the stipulation being whoever left the room survives, I'd cut my hair off immediately. The value of my hair VS the risk of a miscalculation allowing a person to use it for the upper hand.. Hair grows back, brain damage can absolutely be forever.

Okay, so assuming standard rules in effect, I think we're mostly in agreement -- AOC is toast if Loomer can get her to the mat, but holy shit, AOC v. Southern would balance the Federal budget.
