I really don't think that's it. From 1984 - 2014 we've had ~1.7M soldiers in active duty each year. This would be a cost of $196B for each soldier unaccounted for. If each soldier would fire one $400 bullet per minute it would take them 932 years to waist that much cash.

I'm sure it's not all of it, but I've seen video's of how you guys fight, and nobody consumes ammo faster in this world than the American soldier. Two guys in a house? Drop a five hundred pound bomb on them:)
Hell, you even have vehicles to carry the vehicles that carry all of that extra ammunition for you.
It's the American way!

I'd agree on you if we were chucking tomahawks (~$1M price tag) but doing a run with unguilded bombs is only about $500 per bomb - $25k per bomb. Those fun vids of vietnam bombing runs were the cheaper stuff.
But, most of this is already accounted for and on the books.
