Well, considering most people are NPCs, I'd say you're right. That's who she's representing. She has that classic deadness, behind the eyes. Doesn't matter how emotive, or how many expressions she can contort her face in to: it looks like nothing's going on, in there. Sometimes you see the gears turning, but it really is more akin to a laggy computer, trying to search through a giant unindexed folder.
NPCs recognize their own, and feel more comfortable amongst themselves, I find. They see their lack of soul, reflected in each other's eyes, and can let their guard down. They inherently distrust real players, because we're constantly saying things they don't understand, and it confuses/scares them.
