This tactic is called "flip the script"!
It's a type of projection where you make the victim the perp and the perp the victim. This is a known tactic of psychopaths, narcissists and pedophiles.
Victim blaming is very effective at silencing, gaslighting, invalidating, projecting shame and frustrating the victim. This is effectively a secondary narcissistic assault against the victim.
The people doing this are showing clearly that they know who is at fault and what the game is. They are knowingly assaulting a victim of assault to aid in covering up the crime. This by definition makes them conspirators and liable to criminal charges.
