Helpful to what ? preserve US bullying power ?

It's funny that you don't see power as bullying and need to add it as if you can get power another way. Trump's setting up the future. We don't control who buys from whom, nations help one another out or we hurt them. By saying "you didn't help America by making that purchase" we can use what ever India replies with as our response for when India asks America for help. India's already discussing with China to use the Yen instead of the USD, so even if they bought our stuff it'd be with Yen and we'd refuse the order to preserve the dollar.

Well,it really depends on the kind of power, but most forms of power can be gained non-violently. Not in all situations,of course, but it can be done. For example, you can build your personal power by exercising and learning. That makes you more powerful and doesn't require bullying at all. You can influence people without twisting their arm. So yeah, you can get power without bullying. But a lot of people do it anyway. I think they just like to do it.
