"In recent decades states have acted in many cases to expand rights to gun ownership." This statement is based upon faulty thinking and is misleading to the point that it serves to perpetuate a misconception . We already possess the rights in question and no state has the power to expand those rights as God has granted them in full measure. The most any state can do is to reaffirm the presence of those rights and protect them against encroachment. No State grants the right to bear arms and neither does the Federal Gov't, and neither has the authority - under any theory of law - to limit that right.
