The sad, simple fact of the matter is this: police departments are being run like businesses, not like public services. Dealing with violent criminals isn't just unprofitable, it's potentially a huge loss, because of the risk to officers when dealing with armed and dangerous homicidal maniacs. On the other hand, drug cases and traffic tickets bring in lots of cash to keep the department's coffers full, so that's where the effort goes. Maybe if you had told police that the dude was carrying around large sums of cash they'd have done something.
