I recall this coming up a while ago because of a similar situation where someone died because the police failed to respond to credible and imminent threats. The concept that a service paid for by taxes does not need to be competent enough to actually do the job that it has been ostensibly set up is galling. Unfortunately, having no confidence in a police station doesn't cause a totally different set of people to get hired (who can do the job.) The fact that communities exist who have a terrible relationship with the police suggests that we've fallen far, far behind the concept of upholding the Queen's Peace and having constables who are members of and pillars within the communities they support.
