It depicts 'the Sword of Chrobry' (Chrobry was a Polish king) and it's nothing more than a nationalistic symbol, it has no offensive implications at all.
Using it was banned by FIFA in 2008 for (((some))) reason, guess you can't have pride in your country unless you're a shitskin.

They're fining the Polish Football Association which I'm pretty sure they can accomplish easily but the reason is pretty ridiculous, check my other comment.
