Because altering his behavior with a threat is usually sufficient, and in fact he did moderate his behavior so he "rewarded" their attempt to manipulate him with fear and they get off on that so they do it a lot.

They only have to follow through every once in awhile to be feared enough to get their way.

Hopefully this isn't too shocking but here is another helpful idea to help you understand a high-functioning sociopath.

Most people can't even fathom the idea that after a fashion, sociopaths who get away with murder begin to lower the standards of the behavior they might consider worthy of murder.

At the beginning they have a 'risk versus' reward equation about it, where a non-sociopath would have a 'morality' equation.

As they get away with their first few contracts, win that Governorship, get that contract, get their friend a seat in the House, etc - they become emboldened.

It's not even a 'shock exhaustion' situation like a non-sociopath who becomes accustomed or numb to killing - it is the opposite.

Sociopaths thrive on manipulating others. You have to understand they don't derive joy from normal things like music and art. If they do enjoy music it is very high energy and it is the culture surrounding the music they are drawn to more than anything.

They don't get little dopamine rewards constantly like we do from earning a smile - getting a hug, etc. The colloquial description would be "they are dead inside".

So when they are able to successfully able to manipulate someone, it is one of the things they get a dopamine reward for without having the same functioning mirror neurons. It's a reward built into our biology.

So now they have pulled off enough assassinations/accidents/extortions that they are surrounded by people who either fear them or are in on it. They become emboldened. By now, a nuisance like Rodman is almost by default dealt with by a vague death threat. Then maybe a coincidence the next day where someone from the State Department contacts him on a completely unrelated topic and then includes a word that was used in the death threat casually.

Get the message?

You don't want to believe it, but eventually you will unless you close yourself off to the truth.
