Reallocating $20 billion from the increased military spending allocation of $700 billion doesn't seem like an issue to me.
The obstructionist democrats will force this to go to the Supreme Court, however no Supreme Court would ever rule against a president from using allocated military funding for a military project in the name of national security.

President Trump has always said the wall will need initial federal funding, but that money would be repaid over time, through a range of mechanisms including Mexican tariffs and confiscation of cartel assets.
