Absolutely not. Congress wouldn't just legislate away one of its most important powers, and so have very narrowly defined these procedures which the President can trigger. That however is tangential since that isn't at all the intent of President Trump's letter.

So this letter is solely about the accounts referenced in section 7058(d) of division K. Now let's take a closer look at 7058(d) of division K of the Consolidated Appropriations Act, 2018:
We can see clearly that the accounts in question total only 145 million dollars, this is a far cry from Trump writing himself a blank check or seizing unilateral control of budget as allocated by the omnibus spending bill. In short, this letter from the President isn't at all what some have tried to make it out to be.
