President Trump has promised a massive infrastructure renewal - it was one of his major campaign promises.
Now that the tax cuts, the wall and military funding have been taken care of, infrastructure renewal may be the last major budget item... so you can perhaps expect that to start next year perhaps?

Reallocating $20 billion from the increased military spending allocation of $700 billion doesn't seem like an issue to me.
The obstructionist democrats will force this to go to the Supreme Court, however no Supreme Court would ever rule against a president from using allocated military funding for a military project in the name of national security.

Would you like me to list the major campaign promises that President Trump has already met... ya know, stuff like crushing ISIS and the biggest tax cuts in US history and taking care of our veterans and slashing regulations and the Muslim travel ban and installing an AWESOME conservative supreme court judge... and on and on and on?
