Someone explain this to me in a way that's not "Well yea cuz Obama duh." Like is there a legitimate reason it's okay for Obama to fly HRC around in AF 1, campaign for her and shit, and that doesn't violate the Hatch Act? Because on its face, it looks like about 100x what Kellyanne has done here.

E: Note Kellyanne never actually said "Vote for Roy Moore," and actively avoided saying anything of the sort when pressed by the interviewer.

Government Employees Subject to the Hatch Act

The Hatch Act defines employee for purposes of the act as “any individual, other than the President and Vice President, employed or holding office in—(A) an Executive Agency other than the General Accounting Office [Government Accountability Office]; or (B) a position within the competitive service which is not in an Executive agency....” 32
