Are you serious? You don't oversample for dems and call it a fair poll unless your polling a dem state. If your polling nationwide you poll based on likely voting patterns for the election. The last election made it very clear how polling is a rigged game for dems, that has not changed for approval ratings. If they say trump is 40% he's at least 50.
