You forget that prices are much lower because of cheap labor. Cheap labor flooded the garment industry in NY 1900's, then later unions were created and grew strong and prices escalated to the point when manufacturers took labor offshore to India and China and now garments are relatively cheap again. You cannot control one factor in an economy without affect 5 other factors, but politicians always try.
