I believe you are wrong.

"And subject to the jurisdiction thereof" excludes the families evading our laws and in abeyance of our immigration control.

Well for birthright citizenship I know I'm right see the supreme court ruling United States v. Wong Kim Ark in summery it confirmed birthright citizenship though it did set a few exceptions for

excluding only those who were born to foreign rulers or diplomats, born on foreign public ships, or born to enemy forces engaged in hostile occupation of the country's territory

Now there is some argument like they say in the article linked above on illegal aliens but it would really take a supreme court ruling to overturn it.
