Well your sort of wrong on the first part it's not really a law but something more, and it would be next to impossible to change the reason why as well, once it's the 14th ammendment to the Constitution that gives them citizenship by birth in the country,

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Now you could, potentially, make a law that penalizes the parents of the child, deports them (the parents) and bars them from reentry, but that would irritate a lot of human rights groups, and you would probably have to have the kid grow up in foster homes, unless you send the kid who would by birth be an American citizen back with them.

"And subject to the jurisdiction thereof" excludes the families evading our laws and in abeyance of our immigration control.

Well for birthright citizenship I know I'm right see the supreme court ruling United States v. Wong Kim Ark in summery it confirmed birthright citizenship though it did set a few exceptions for

excluding only those who were born to foreign rulers or diplomats, born on foreign public ships, or born to enemy forces engaged in hostile occupation of the country's territory

Now there is some argument like they say in the article linked above on illegal aliens but it would really take a supreme court ruling to overturn it.

They can the kids with the parents as soon as the birth happens.

I assume you mean separate the kid from the parents. I'm no lawyer but I don't know of any law which requires US citizen minors to stay in the country. Though it may apply if the parents are from an unsafe "shithole" country. Something about knowingly exposing a child to danger or declaring the parents unfit to raise the child.

Then anytime the kid wants they would be able to reenter the US, since they would be a citizen.
