Because this is going to a college fund, there's a very high chance that some college or judge will force the funds to be diverted to more people to be considered "equal" . This has already happened before with scholarships and grants. A nice gesture, but don't think the left will play fair when it comes to other people's money.

You are wrong. The money can be given to another campaign, in this case it is for a general get out the vote campaign, and so it qualifies.

In practice, this should be legal. But based on all the shit that's been pulled in unis which is blatantly illegal, it would not be surprising if they subverted the fund for themselves

Pretty sure he can't do that with that money. Money raised or donated to run for a political seat are supposed to be used to run for that seat or returned if the running party decides not to run.

Not surprising, but that has hardly stopped any other candidates from pocketing the cash anyways. On one hand, doing this does boost up the republican/conservative presence on campuses, but on the other hand, with the way universities are in current day, I don't see this being a smooth process at all. Someone had tried to create a male only scholarship with the proceeds from an inheritance, and it was shot down and forced to accommodate minorities and women, for being deemed racist and discriminatory (Ironic when you look at who can sign up for most scholarships these days). Just don't see it being a smooth process either which way he goes.

That is incorrect. Though there are limitations on its use, it does not need to be returned if it isn’t used for the originally intended run.
