Landlords will just raise rent and make the requirements higher than the trash can reach and then pick some one that fits their real requirements and "cut them a deal".

Even simpler. The best tenants are the ones that you are referred to by your current or previous (nondelinquent) tenants. Just keep the property empty until then; a bad tenant, especially in places like Seattle, will probably cost you more money than you would have lost keeping it empty.

This ban isn't going to hold.
