Theoretically, the FBI is supposed to be the inside-the-US nationwide detective agency and the CIA is supposed to be the international spy agency.
It's pretty hard to be good at your jobs if you can't either keep the CIA from violating the rules abroad or keep them from going after US officials who try to blow the whistle on the CIA's crimes, especially if the corruption starts to seep up the food-chain and begins bureaucratically destroying all the good FBI agents who could potentially threaten the CIA (or their precious "illegal overseas income streams" that give them enough untracked money to finance their illegal operations).
I would imagine that the reason the FBI has become so corrupt and/or incompetent over the past few years is because the corrupt people at the top wanted to make sure that they didn't have any official investigations started up against their own corrupt dealings without having some trusted-and-tainted people on the inside to make sure that the investigation never found them guilty of anything a small scapegoat or two could wipe away.
