^^^ this.

Problem is, once an agency gains the degree of power that the three-letters have, they're not going to give it up willingly, and they can't be made to give it up either, because the NSA has essentially become a malevolent, omniscient demon-god that has all the dirt on everyone, and can leak said dirt anytime anyone threatens its power.

You are exactly right in all of what you have said - (I agree totally) and that is exactly why their willingness is not a matter of consideration. They receive their power from US. One hopes that with an outsider in the Executive office that he would have some measure of latitude that insiders do not possess, both because they have "dirt" on them and their interests align with the "three lettered", but ultimately we have to stop buying into their crap. They need to be rejected by US.

I get that, but I guess I don't grok what you mean by "rejected" and "stop buying into their crap". They're already operating without the consent of the spied-upon, so what would "rejection" and "stop[ping] buying into their crap" entail?
