TL;DR: The Nazis and the Confederates were conquered, and subsequently occupied. The victors got to march about digging for any and all sins that could be used to further delegitimize the enemy. History is written by the victors in such a way.
By way of evidence:
Nazi Germany: Conquered, occupied, ultimately ripped into two vassal states for America and Russia, respectively. Everybody and their dog had free reign to go up and down the territory looking for war crimes. What the history books of the victors have to say on the matter is well known.
Confederate States: Effectively conquered and occupied. The flower of southern manhood was dead or crippled, along with southern industry, arguably reducing them to vassal states. Actual motivation for secession doubtless had slavery as a major aspect, but the victors ensured that the history books showed it as the ONLY aspect. The Confederate south wasn't just beaten, it was stigmatized.
The others:
Imperial Japan: Conquered, occupation was limited to American military bases, probably because of that whole double nuke issue. Japan never stopped being Japan the way Germany stopped being Germany, the conquest was really a rulebook that said “Thou Shalt Not”. The Japanese got up to all sorts of horseshit but the victorious Americans didn't give a shit about Chinese comfort girls.
China: Somewhere in China were mass grave skull-pits that would make Khorne go “That’s just excessive.” I say were because the bones have probably been dug up and repurposed into Iphone production. China didn’t have conquering victors on their turf, they had Japanese forces slinking back to the island in shame to focus on octopus rape hentai. In the present, no-one is going to call them out because they’re the place Apple makes Iphones for a penny, they’re two billion asses in seats for Hollywood, and they’re still hardcore enough to disappear dissidents.
Russia: Who’s been on Russian turf as conquerors? There have been invaders, but then winter rolled in and Russian leadership poured insane numbers of conscripts into the mix. Russian communism has murdered millions, but they’ve never been conquered. Even when communism collapsed there wasn’t a big dig into the dirty laundry. Then the fledgling efforts at democracy collapsed into whatever it is Putin is doing.
Italy: Remember that the Italians had themselves a civil war during World War II that resulted in a big chunk flipping from Axis to Allies. The result is that the Italians were able to slip out of the worst of the victor’s investigation. It was all Mussolini and we sacked his ass, so no need to fuck with us.
Cuba: Cuban communism limps along, Cuban refugees wash up on the beach with tales of woe, but no-one is doing a victor’s investigation in Havana.
