Isn't social security number a de facto national ID that is even more widespread than driving licences and that "people" need to have if they want the gibs?

I suppose you're right, but I was thinking more in terms of physical IDs, the actual social security card isn't really an ID as such.

I don't know the laws but when something is used everywhere by anybody for doing something unofficially, making it official it's not that difficult. For example, municipalities (or whoever is supposed to watch elections) could release a temporary ID tied to a specific SSN and only good to vote in a specific election. I know this sounds like the government keeping files on the people (and it is), but without something like that you get easy election frauds.

It has to be said democracy, as a whole, is quite a mess anyway.
