Seriously, though... The whole "voting is only for those who have done some term of service" thing is an idea I can totally get behind. Doesn't have to be military, but it should be something that involves a sacrifice on the citizen's part, so they always remember it and don't take it lightly.

Generally I agree with this idea, though I have struggled with the details more than a little. Which types of services, I cannot come to a solid conclusion and often think military types are the best in that discipline and strength are vital to any nation.
Certain baselines like male, certain services, abilities like math, science, perhaps physical fitness, genetic offspring might be stuff in the right direction.

There's a few countries with systems like that. In practice it ends up being makework and a waste of time. You can't institutionalise service like that.
