Because they probably don't own the rights to the property adjacent this mans and because the owner of that land would be happy to sell a few hundred yards at 200 times the market value, now the city absolutely desperately needs it and will pay to expedite the project. If they attempted to take that persons land I'm sure the neighbor who just fucked with the idiots running the city of Dallas would happily pass on the lawyers information who'd be all to happy to earn the same he earned from the earlier win 99% of the work already done.

You don't sell to them, you rent to them. And have a damned good lawyer go over the contract, making sure to give you all the rights.

Why would you want to be landlord to a tenant that will probably blame you for every single possible issue that could ever happen on that land, who'd demand unlimited access. Sell them that stretch of land and what they need to access for the low low price of everyfucking cent you can get out of them as long as it does not inconvenience yourself.
