Police need better training IMO. With such a stripped down budget they can't exactly afford top notch training. The result is poorly trained officers going into high risk situations. It's easy to see why there would be misunderstandings, fatal or otherwise.
A better salary would also be good. It would prevent corruption when they don't need to live on foodstamps.

If they get food stamps then they need to be drug tested. If they are in a car wreck drug test. In industry there are drug test for these and more. A person poorly trained carrying several deadly weapons needs to be certified drug free. That includes steroids.
The amount of theft ( civil forfeiture ) the police do could easily make up the supposed budget short fall. The police have one of the safest jobs in the United States. All I hear is the quick or dead. The police officers are not drafted, they can go to tech school and make better money then they should.
