Or more likely because people will stop to watch it every time. Fear mongering is profitable because people always want to believe in the boogeyman. It's much the same drive that makes horror movies and thrill rides popular. People like to be scared without any real danger. A little neurochemical boost in an otherwise relatively safe and repetitive existence.
