A nuclear weapon could be sitting in the port of Yokohama in a NK submarine right now, so I don't think anyone is going to be taking any significant action over a missile test that dropped into the ocean far off the coast.

theres articles and blog posts about people that have gone to North Korea. it's been described just like the movie "the interview" with seth rogan. you have to stay in a "tourist" zone and you get to see only what you're supposed to see.

Most of NK weapons are still from the Korean War. So they are vintage as well.
