The goal is to have the populace of the target nation destroy their government from the inside. The government tries to be paternalistic after a terrorist attack and do what it can to offer security to its citizens, but in the process it must strip away some rights. Repeat enough and the people will eventually have so few rights that they will value basic rights more than their safety, the government is likely to not comply, which would probably spark a civil war. If all goes "right" the existing government will be destroyed and those same terrorists or the base organization can be free to fill in the power gap (see Iran).
