It's hard to tell the truth because every google search result are pages of only leftist points of view on the issue...from what I gather, it was a pre existing condition but then Obamacare removed that. They claim that it is back now but I think it's more in theory but they act like it explicitly states it as being back. I think they created the narrative off the waiver for states, but there is also coverage federally for anyone who has a pre existing condition and it is illegal to not cover someone for a pre existing condition.
I think mostly they found the best middle ground politically but the left is just exploiting that. Unfortunately, sexual assault victims (among many other types of victims) will engage in risky behavior after and elevated to a risky pool. It may sounds not "human" but this is an insurance company not a charity and if you had sympathy for every tragedy then no one would have insurance.
