Trump may actually be under a NDA while he's under constant audit. If he releases his taxes, speaks about his experience with the IRS, or names specific people he could find himself in legal trouble. This happens a lot of the time to protect their employees and the privacy of the person being audited. Most revenue agencies become more pragmatic about larger tax bills or even large amounts of rebates for some reason. Especially if said party has x amount of assets, employees, or future potential tax revenue from their businesses that can be differed. Trump probably made a deal that benefited everyone but for the sake of everyone involved from Trump to the bus boy they can't disclose what happened to the general public. Probably has more to do with the bankruptcies in the 90s that effects what Trump has paid or still owes currently.
